    Swinomish Police apprehended a man described as a violent sex offender who was holding a woman hostage around 7 p.m. on Tuesday.     After investigating for more than a year, the Northwest Clean Air Agency has issued a notice of violation to the Shell Puget Sound Refinery at March’s Point.     Swinomish Police caught the suspect who was wanted in the stabbing death of a 21-year-old Auburn man.     What appeared to be a derelict boat sank at a tribal dock on the Swinomish Channel last week.     Return tourists will be relieved to find out that we now have a 21st Century parking meter that will only take plastic as payment. But along with the new parking meter comes a new price. It is now $4 per day to park, still a bargain when compared to the daily fees in other locales. The Town Council approved the increase earlier this month.
