    Local Native American Tribes are set to receive portions of a nearly $1 billion settlement reached with the government in a class action lawsuit filed in 1990. The lawsuit was originally filed in U.S. District Court in New Mexico by the Ramah Navajo Chapter because the government underpaid the tribes for administration of contracts for programs such as health and social services.     Never has the payment kiosk at the La Conner town parking lot been so popular. Every afternoon this week, there have been visitors standing in line to use the new parking pay station that runs on debit and credit cards. “For some reason, people are just more than happy to slide their cards,” said Town Administrator John Doyle.     La Conner High split a twinbill at Orcas last week but won the game that mattered most. La Conner, behind a three-hit, route-going effort from starting pitcher Max Miller, blanked the hosts 4-0 in the opener of a league doubleheader in which only the results of the first game count in NW2B standings. But, in a case of poetic justice for the La Conner High Lady Braves, it was Kahneesha Casey who delivered a big win from the pitcher’s circle in the team’s NW2B opener at Orcas last week.
