    Howard Ratcliff, of Mount Vernon, died peacefully Wednesday, April 9, following a lengthy illness. He was 87. Mr. Ratcliff was the beloved husband of longtime La Conner resident and former Planning Commission Chair Iola Schubert Mangels. He was born Feb. 20, 1927, in Sandpoint, Idaho, the oldest of the five children of Everett and Della (Maas) Ratcliff.     School let out on Monday, but there’s little rest ahead for the La Conner Braves basketball team. Players have already begun cracking open their dictionaries — at least figuratively — as the new-look squad seeks to define itself during a hectic 25-game summer slate, followed in July by open gyms and individual workout sessions.     La Conner elementary students Danny Rapada and Matthew Stone were the winners of two bikes donated by the Garfield Masonic Lodge of La Conner. Each year, the Garfield Masons donate bikes as prizes for kids whose names are drawn from those who read enough to qualify for the drawing.
