    Two people are being held for investigation of two counts of murder and one count of arson in relation to a fire that killed two children on Bayview Road early Saturday morning that fully engulfed the house in flames.     La Conner needs to replace its water mains in 2019, but town officials need a decision from Shelter Bay’s board of directors for whether the Association will use La Conner water service.
