Flames and plumes of black smoke spewed into the air from Shell Puget Sound Refinery on Friday due to a flare burning excess gases. Julia Anna Laufenberg, 49, of Mount Vernon, died peacefully at home while surrounded by loved ones on Thursday, July 23 after a decade-long fight.
