    Barbara L. Groves, 80, of La Conner, died on Monday, November 30 at Island Hospital, in Anacortes, WA, with her sister by her side. She was born on May 21, 1935, in San Bernardino, California, the daughter of Donald and Helen Condit Dunlap. Barbara was a very talented lady, who had a wonderful artistic eye. She was very well versed in quilting, gourmet cooking, writing and poetry. She was a freelance artist, specializing in textile art pieces.     The La Conner School Board met Monday and is expected to call for a special election in February to ask voters to approve more than $1 million in taxes to take effect in 2017. Although the board appeared to reach a consensus to ask voters to approve a maintenance and operations levy of $1,195,000 and a technology levy of $295,000, the board adjourned and continued its meeting to Thursday evening to vote.
